Somalia?s president has offered an amnesty to young pirates amid a "drastic" fall in the number of attacks off East Africa.

In an interview with the AFP news agency Wednesday, President Hassan Sheikh Mohamud said that he wanted to offer an "alternative means of earning a living" to young Somalis caught up in the lucrative business of hijacking ships and yachts, then ransoming the passengers and crew.

"We have been negotiating with the pirates indirectly through the elders," Mohamud said. "Piracy has to end."

But he stressed the amnesty offer did not apply to senior pirates. ?We are not giving them amnesty, the amnesty is for the boys,? he said

Captain Pottengal Mukundan, director of the International Maritime Bureau, which monitors piracy, said Thursday that there had been a "very drastic decrease" in the number of attacks of East Africa.

He said there had been just two attacks in the area so far this year, compared to 30 in January and February last year, a trend he described as "very, very positive."

The two recent attacks were unsuccessful and suspects in both incidents were later apprehended by international naval forces that patrol the seas off the Horn of Africa.

However, Mukundan stressed that "we cannot become complacent."

"There?s still a very high possibility that, if the guard is let down, attacks will happen," he said.

'Alternative jobs'
He said the naval presence in the area was one of the main reasons behind the drop in attacks.

Mukundan said pirates known to be guilty of attacks should be prosecuted, but added that an amnesty had worked well when it was tried in Nigeria in 2010.

"A number of militants who also doubled up as pirates and robbers did law down their weapons and look for alternative jobs," he said.

On Wednesday, the U.S. Attorney?s Office said in a statement that five Somali men had been found guilty of "engaging in piracy and committing other offenses" in an attack on the USS Ashland on April 10, 2010.

According to their defense, the men were returning home in a skiff after taking refugees from Somalia to Yemen. The lawyers said they needed help and an AK-47 was fired toward Ashland to get its attention. Ashland returned fire, killing one and setting the skiff on fire.

"These men were pirates ? plain and simple," U.S. Attorney Neil H. MacBride said in the statement. "They attacked a ship hoping to hold it ransom for millions of dollars. Few crimes are older than piracy on the high seas, and today?s verdict shows that the United States takes it very seriously."

George Venizelos, assistant director in charge of the FBI?s New York Field Office, said the five men were "headed where they belong: to federal prison."

"Let this send a clear message of deterrence to anyone who threatens those who traverse the high seas," he said.

The five, who face life in prison, are due to be sentenced in July.

Suspect in Las Vegas Strip shooting arrested in Los Angeles

LOS ANGELES (Reuters) - A man accused of gunning down an aspiring rapper as he drove on the Las Vegas Strip last week, touching off a fiery car crash that also killed two other people, was arrested in Los Angeles on Thursday after an exhaustive multi-state manhunt.

Ammar Harris, 26, surrendered at an apartment in the North Hollywood section of Los Angeles after it was surrounded by members of a joint Los Angeles police and FBI task force, Las Vegas Metropolitan Police Lieutenant Ray Steiber said.

"Officers and detectives converged on that area, he was challenged to come out of that area and he did peacefully," Steiber told a news conference. "He was taken into custody."

Police accuse Harris of opening fire in the pre-dawn hours of February 21 from a black Range Rover on the Maserati being driven by 27-year-old Kenneth Wayne Cherry Jr. in an intersection at the heart of the Strip, near several casino resort hotels.

Cherry, who performed under the name "Kenny Clutch," was fatally wounded and his sports car veered out of control, colliding with a taxicab. The cab exploded into flames, killing driver Michael Bolden, 62, and his passenger Sandi Sutton-Wasmund, 48.

Harris was booked into Los Angeles County Jail, where he was being held without bail pending an extradition hearing scheduled for Monday morning.

Steiber declined to say how police tracked Harris to the North Hollywood apartment or how long they believed he had been there, but said he had left Las Vegas soon after the high-profile shooting in the heart of the desert resort city.

"Mr. Harris was a fleeing felon," Steiber said. "He left Las Vegas shortly after this event occurred. He did leave Las Vegas pretty rapidly."

'HEINOUS CRIME'

Steiber said there were three other people in the brand new Range Rover, which still sported paper dealer plates, at the time of the shooting but that none of them were facing charges. The sport utility vehicle was impounded earlier this week.

"The only shooter involved in this heinous crime was Mr. Harris," Steiber said.

One of those passengers has been identified as 22-year-old Yenesis Alfonzo, also known as Tineesha Howard, who was cleared as a "person of interest" in the case earlier on Thursday.

Police officials have said the shooting may have stemmed from a verbal altercation in the valet area of the Aria resort and Casino, a few blocks away on the Strip.

But Steiber said during the press conference that there was no apparent relationship between Harris and Cherry.

According to police, Harris has a long criminal history that includes arrests for robbery, sexual assault, kidnapping, pandering and soliciting prostitution. Police have said they believed he was involved in the sex trade.

"I hope anyone out there watching understands clearly that if you live in this city, if you work this city or if you visit this city and you act like this person we will find you, we will prosecute you and we will send you to prison," Clark County Sheriff Doug Gillespie said.

On the day of the shooting, Gillespie had publicly bristled at suggestions that the outburst of gun violence could call into question the safety of the Strip, a popular tourist destination that attracts millions of visitors each year.

Earlier this week, taxi companies pledged $35,000 toward a reward fund leading to the arrest and conviction of Harris. It was not immediately clear on Thursday if anyone would be eligible to claim that money.

Cherry's slaying took place less than a mile from where rapper Tupac Shakur was fatally shot in September 1996 while riding in a BMW with Death Row Records co-founder Marion "Suge" Knight after the two men had attended a Mike Tyson boxing match.

Shakur, 25, was hit by gunfire from at least one assailant in a Cadillac while sitting in Knight's car at the intersection of Flamingo Road and Koval Lane and died six days later at a hospital. That crime remains unsolved.

Benedict begins quiet final day as pope

VATICAN CITY (Reuters) - Pope Benedict slips quietly from the world stage on Thursday after a private last goodbye to his cardinals and a short flight to a country palace to enter the final phase of his life "hidden from the world".

In keeping with his shy and modest ways, there will be no public ceremony to mark the first papal resignation in six centuries and no solemn declaration ending his nearly eight-year reign at the head of the world's largest church.

His last public appearance will be a short greeting to residents and well-wishers at Castel Gandolfo, the papal summer residence south of Rome, in the late afternoon after his 15-minute helicopter hop from the Vatican.

When the resignation becomes official at 8 p.m. Rome time (02.00 p.m. EST), Benedict will be relaxing inside the 17th century palace. Swiss Guards on duty at the main gate to indicate the pope's presence within will simply quit their posts and return to Rome to await their next pontiff.

Avoiding any special ceremony, Benedict used his weekly general audience on Wednesday to bid an emotional farewell to more than 150,000 people who packed St Peter's Square to cheer for him and wave signs of support.

With a slight smile, his often stern-looking face seemed content and relaxed as he acknowledged the loud applause from the crowd.

"Thank you, I am very moved," he said in Italian. His unusually personal remarks included an admission that "there were moments ... when the seas were rough and the wind blew against us and it seemed that the Lord was sleeping".

CARDINALS PREPARE THE FUTURE

Once the chair of St Peter is vacant, cardinals who have assembled from around the world for Benedict's farewell will begin planning the closed-door conclave that will elect his successor.

One of the first questions facing these "princes of the Church" is when the 115 cardinal electors should enter the Sistine Chapel for the voting. They will hold a first meeting on Friday but a decision may not come until next week.

The Vatican seems to be aiming for an election by mid-March so the new pope can be installed in office before Palm Sunday on March 24 and lead the Holy Week services that culminate in Easter on the following Sunday.

In the meantime, the cardinals will hold daily consultations at the Vatican at which they discuss issues facing the Church, get to know each other better and size up potential candidates for the 2,000-year-old post of pope.

There are no official candidates, no open campaigning and no clear front runner for the job. Cardinals tipped as favorites by Vatican watchers include Brazil's Odilo Scherer, Canadian Marc Ouellet, Ghanaian Peter Turkson, Italy's Angelo Scola and Timothy Dolan of the United States.

BENEDICT'S PLANS

Benedict, a bookish man who did not seek the papacy and did not enjoy the global glare it brought, proved to be an energetic teacher of Catholic doctrine but a poor manager of the Curia, the Vatican bureaucracy that became mired in scandal during his reign.

He leaves his successor a top secret report on rivalries and scandals within the Curia, prompted by leaks of internal files last year that documented the problems hidden behind the Vatican's thick walls and the Church's traditional secrecy.

After about two months at Castel Gandolfo, Benedict plans to move into a refurbished convent in the Vatican Gardens, where he will live out his life in prayer and study, "hidden to the world", as he put it.

Having both a retired and a serving pope at the same time proved such a novelty that the Vatican took nearly two weeks to decide his title and form of clerical dress.

He will be known as the "pope emeritus," wear a simple white cassock rather than his white papal clothes and retire his famous red "shoes of the fisherman," a symbol of the blood of the early Christian martyrs, for more pedestrian brown ones.

House Passes Violence Against Women Act - On to President's Desk

The House voted today to pass a Senate-approved version of the Violence Against Women Reauthorization Act today, sending the bill to President Obama for his signature. An earlier vote on a controversial Republican version of the legislation was voted down.

"The Violence Against Women Act has long ensured that no woman would ever be forced to suffer in silence in the face of domestic violence and abuse," House Minority Leader Nancy Pelosi, D-Calif., wrote in a statement after the vote. "Today, a bipartisan majority of the House joined the Senate in reaffirming our pledge to America's women and families, strengthening this landmark law, extending protection to LGBT Americans, Native Americans, and immigrants, and preserving the security of all women."

"Today is truly a victory for women everywhere," Rep. Gwen Moore (D-Wis.), one of the chief backers of the bill, added.

S. 47 passed without amendment 286-138. Although 87 GOP lawmakers supported the vote, all of the opposition also came from Republicans.

Although it's another major piece of legislation that passed through the Republican-controlled House with a majority of Democratic votes, freshmen Rep. Joaquin Castro said the vote "reaffirms" Congress's commitment to "uphold the safety and well-being of our constituents above politics."

"Domestic violence is an issue that, sadly, affects all of our communities," Castro, D-Texas, wrote in a statement after the bill passed. "It is our duty to protect the victims of domestic violence and work to ensure that perpetrators are brought to justice."

The bill was supported by Republicans like House Majority Whip Kevin McCarthy, Conference chair Cathy McMorris Rodgers, Budget chairman and former Republican vice presidential nominee Paul Ryan, and Senate hopeful Rep. Shelley Moore Capito. Majority Leader Eric Cantor, one of the primary proponents behind the House GOP bill, opposed the Senate version of the bill. House Speaker John Boehner did not cast a vote, as is customary for the Speaker of the House.

Both chambers of Congress passed separate versions of the act in the last Congress, although those efforts expired with the end of the 112 th Congress.

"Every single day in America three women die at the hands of domestic violence. Yet this Congress allowed the Violence Against Women Act to expire more than 500 days ago," Democratic Caucus chairman Xavier Becerra, D-Calif., said on the House floor shortly before the vote. "The failure or reluctance of this House to do its work for the American people seems to have now become business as usual. This should not be the new normal."

"Over more than two decades, this law has saved countless lives and transformed the way we treat victims of abuse," President Obama wrote in a statement after the vote. "Renewing this bill is an important step towards making sure no one in America is forced to live in fear, and I look forward to signing it into law as soon as it hits my desk."
