Fujitsu in talks to sell car chip business to Spansion: sources

TOKYO (Reuters) - Japan's Fujitsu Ltd is in late-stage talks to sell its microcontroller chip business to Spansion Inc -- a deal that will broaden the U.S. semiconductor company product line-up so it can better cater to automotive clients, two sources familiar with the matter told Reuters on Tuesday.

Terms of the deal, which will include Fujitsu's microcontroller design and development business as well as a Japanese plant, could not be obtained.

Microcontrollers, chips used widely in cars, are seen as a high growth area and Spansion, a joint venture set up in 2003 between Fujitsu and Advanced Micro Devices Inc that specializes in flash memory, has trying to diversify its product range.

While semiconductors were once a key business for Fujitsu, it and other Japanese chipmakers have failed to keep up with rivals like Samsung Electronics Co Ltd. Fujitsu also plans to merge its LSI chip business with that of Panasonic Corp this fiscal year.

A Fujitsu spokesman said nothing had been decided with regards to its microcontroller chip business. The news was also reported by Japanese media, including the Nikkei business daily.

Microcontrollers are part of Fujitsu's device solutions business, which also includes LSI chips. The division logged 585 billion yen ($6 billion) in sales in the year ended March 2012, accounting for 12 percent of Fujitsu's total revenue.

Japan's Renesas, the world's leading maker of microcontroller chips, secured a $1.8 billion government-led bailout last year after slashing jobs and deciding to close eight out of its 18 domestic plants.

Smoke signals: How burning plants tell seeds to rise from the ashes

Apr. 29, 2013 ? In the spring following a forest fire, trees that survived the blaze explode in new growth and plants sprout in abundance from the scorched earth. For centuries, it was a mystery how seeds, some long dormant in the soil, knew to push through the ashes to regenerate the burned forest.

In the April 23 early online edition of the Proceedings of the National Academy of Sciences (PNAS), scientists at the Salk Institute and the University of California, San Diego, report the results of a study that answers this fundamental "circle of life" question in plant ecology. In addition to explaining how fires lead to regeneration of forests and grasslands, their findings may aid in the development of plant varieties that help maintain and restore ecosystems that support all human societies.

"This is a very important and fundamental process of ecosystem renewal around the planet that we really didn't understand," says co-senior investigator Joseph P. Noel, professor and director of Salk's Jack H. Skirball Center for Chemical Biology and Proteomics. "Now we know the molecular triggers for how it occurs."

Noel's co-senior investigator on the project, Joanne Chory, professor and director of Salk's Plant Molecular and Cellular Biology Laboratory, says the team found the molecular "wake-up call" for burned forests. "What we discovered," she says, "is how a dying plant generates a chemical message for the next generation, telling dormant seeds it's time to sprout."

While controlled burns are common today, they weren't 50 years ago. The U.S. park service actively suppressed forest fires until they realized that the practice left the soil of mature forests lacking important minerals and chemicals. This created an intensely competitive environment that was ultimately detrimental to the entire forest ecosystem.

"When Yellowstone National Park was allowed to burn in 1988, many people felt that it would never be restored to its former beauty," says James J. La Clair, a researcher from the Department of Chemistry and Biochemistry at the University of California who worked on the project. "But by the following spring, when the rains arrived, there was a burst of flowering plants amid the nutrient-rich ash and charred ground."

In previous studies, scientists had discovered that special chemicals known as karrikins are created as trees and shrubs burn during a forest fire and remain in the soil after the fire, ensuring the forest will regenerate.

The Salk scientists' new study sought to uncover exactly how karrikins stimulate new plant growth. First, the researchers determined the structure of a plant protein know as KAI2, which binds to karrikin in dormant seeds. Then, comparing the karrikin-bound KAI2 protein to the structure of an unbound KAI2 protein allowed the researchers to speculate how KAI2 allows a seed to perceive karrikin in its environment.

The chemical structures the team solved revealed all the molecular contacts between karrikin and KAI2, according to Salk research associate Yongxia Guo, a structural enzymologist and one of the study's lead investigators. "But, more than that," Gou says, "we also now know that when karrikin binds to the KAI2 protein it causes a change in its shape."

The studies' other lead investigator, Salk research associate and plant geneticist Zuyu Zheng, says this karrikin-induced shape change may send a new signal to other proteins in the seeds. "These other protein players," he says, "together with karrikin and KAI2, generate the signal causing seed germination at the right place and time after a wildfire."

Guo and Zheng, a married couple working as postdoctoral researchers in the Noel and Chory labs, respectively, came up with the idea for the study while talking over dinner. La Clair then joined the study, contributing his chemistry expertise. While the new findings were made in Arabidopsis, a model organism that many plant researchers study, the scientists say the same karrikin-KAI2 regeneration strategy is undoubtedly found in many plant species.

"In plants, one member of this family of enzymes has been recruited somehow through natural selection to bind to this molecule in smoke and ash and generate this signal," says Noel, holder of Salk's Arthur and Julie Woodrow Chair and a Howard Hughes Medical Institute investigator. "KAI2 likely evolved when plant ecosystems started to flourish on the terrestrial earth and fire became a very important part of ecosystems to free up nutrients locked up in dying and dead plants."

More research is needed to understand exactly how the change in shape of the KAI2 protein activates a genetic pathway that regulates germination, says Chory, the Howard H. and Maryam R. Newman Chair in Plant Biology and a Howard Hughes Medical Institute investigator. "But this finding is an absolutely critical step in understanding this genetic program and how plant ecosystems, forests and grasslands renew themselves."

Pyongyang glitters but most of NKorea still dark

PYONGYANG, North Korea (AP) ? The heart of this city, once famous for its Dickensian darkness, now pulsates with neon.

Glossy new construction downtown has altered the Pyongyang skyline. Inside supermarkets where shopgirls wear faux French designer labels, people with money can buy Italian wine, Swiss chocolates, kiwifruit imported from New Zealand and fresh-baked croissants. They can get facials, lie in tanning booths, play a round of mini golf or sip cappuccinos.

Nearly 2 million people are using cell phones. Computer shops can't keep up with demand for North Korea's locally distributed tablet computer, popularly known here as "iPads." A shiny new cancer institute features a $900,000 X-ray machine imported from Europe.

Pyongyang has long been a city apart from the rest of North Korea, the showcase capital dubbed a "socialist fairyland" by state media.

But a year after new leader Kim Jong Un promised publicly to bring an end to the "era of belt-tightening" and economic hardship in North Korea, the gap between the haves and have-nots so far has only grown with Pyongyang's transformation.

Beyond the paved main streets of the capital, life remains grindingly tough. Food is rationed, electricity is a precious commodity and people get around by walking, cycling or hopping into the backs of trucks. Most homes lack running water or plumbing. Health care is free, but aid workers say medicine is in short supply.

For decades, North Korea seemed a country trapped in time. Rickety streetcars shuddered past concrete-block apartment buildings with broken window panes, chipping pastel paint and crumbling front steps.

But since 2010, as part of the campaign to build a new city for their new leader, Pyongyang has been under construction. Scaffolding covers the fronts of scores of buildings across the city. Red banners painted with slogan "At a breath" ? implying breakneck work at a breathless pace ? flutter from the skeletons of skyscrapers built by soldiers.

Often, the soldiers are scrawny conscripts in thin canvas sneakers piling bricks onto stretchers or hauling them by hand. In 2011, they set up temporary work camps along the Taedong River, makeshift shantytowns decorated by red flags.

Their work focused on downtown Changjon Street, where ramshackle cottages were torn down to make way for department stores, restaurants and high-rise apartments.

Today, the street would not look out of place in Seoul or Shanghai. Indeed, many of the goods ? Hershey's Kisses, Coca-Cola and Doritos ? on sale at the new supermarket were imported from China and Singapore.

"What is a 'delicatessen'?" a North Korean asked as a butcher in a white chef's hat sliced tuna for takeaway sashimi beneath a deli sign written in English. Upstairs, baristas were serving Italian espressos, bakers were churning out baguettes and white wedding cakes.

One new Changjon Street resident, Mun Kang Sun, gave The Associated Press a tour of the apartment she and her husband were granted in recognition for her work at the Kim Jong Suk Textile Factory.

A framed wedding portrait hangs on the wall above their Western-style bed. There's a washing machine in the bathroom, an IBM computer in the study and a 42-inch widescreen TV. AP was not allowed to visit other apartments to compare whether the furnishings are typical for Pyongyang residents.

Orphaned as a child, Mun said she began working in factories at age 16. She earned the title "hero of the republic" after exceeding her work quota by 200 percent for 13 years. She says she accomplished that by dashing around the factory floor operating four or five machines at once.

"When we heard the news that we'd get a nest where we can rest, and we got the key for our apartment and took a look around, we were totally shocked because the house is so nice," said her husband, Kim Hyok. "It's still hard to believe this is my home; it still feels like we're living in a hotel."

Though the apartment has faucets, old habits die hard. The bathtub was still filled with water, a bucket bobbing in the tub, as in countless homes across the country where water is pumped from a well, carried in by hand and used sparingly.

Elsewhere in the city, aging buildings are getting upgraded. But most are still drafty, the walls poorly insulated, even in the capital. Elevators and heat are rare. North Koreans are accustomed to wearing winter jackets and thermal underwear indoors from October to April.

Power cuts have been less frequent in Pyongyang since the opening of a hydroelectric power station to the northwest, but it's still common for the lights to go out in the middle of dinner. Most people just carry on drinking and eating.

Outside Pyongyang, nightfall comes early. In Ryonggang, west of the capital, lights were out as soon as the sun set. At one inn, two women stood chatting quietly in a lobby lit with a candle as a shrill voice from a radio broadcast chortled from loudspeakers nearby.

Kim Jong Jin's farm cottage in Hamhung has a generator, allowing him and his wife to watch DVDs at night on a TV they carefully cover during the day with a frilly lace veil.

Their thimble of a home is simple but spotless, the papered floors clean enough to eat from. Water is piped into a well in the kitchen. Heat comes from the traditional Korean "ondol" system of feeding an underground furnace with wood. Waste is turned into methane gas for cooking. Food for the household comes from the garden outside.

But not everyone lives in such relative comfort as the Kims, whose home government officials are willing to show off. There are stark signs of poverty across the country. A mother huddles over a child as she sits shivering by the side of the road. Barefoot boys in a village destroyed by floods scamper about dressed in little more than underwear. Sharp shoulders and splotchy faces betray the gnawing hunger of young soldiers.

Beyond the paved, pocked highways that radiate from Pyongyang, there are few roads between the denuded mountains, just dirt paths that become dangerously muddy with rainfall and treacherously slippery in winter. Villagers struggle to clear snow with makeshift shovels crafted out of planks of wood.

Private cars are a rarity outside the capital, and gasoline is scarce. In Hamhung, North Korea's second-largest city, soldiers cram into the backs of trucks powered by wood-burning stoves that send smoke billowing behind them.

Goods are strapped to the back of bicycles, from firewood to dead pigs. Old men sit crouched by the side of the road with bike pumps, offering to fix flats. Oxen, and people, plod past pulling carts.

The closest most may get to the capital in their lifetime is by seeing it on state TV. For them, Pyongyang would truly seem like a fairyland.

Life in the North Korean countryside would be familiar to South Koreans old enough to recall the poverty in their nation just after the Korean War. Indeed, into the 1970s, North Korea was the richer of the two Koreas.

Today, newly affluent South Korea has the world's 15th-largest economy. In North Korea, meanwhile, two-thirds of people struggle to find their daily meal, according to the World Food Program.

North Koreans acknowledge the devastating economic loss of the Soviet safety net in the early 1990s. But they blame the county's growing international isolation on the U.S., its Korean War foe, which has led efforts to punish North Korea for developing its nuclear weapons program.

Pyongyang instead has turned to fledgling trade with companies in China, Singapore, Indonesia, Italy, Egypt and elsewhere. These joint ventures keep the shelves in the capital stocked with goods, computer labs filled with PCs, streets crowded with VWs, in spite of sanctions.

For years, foreign goods and customs were regarded with practiced suspicion, even as they were secretly coveted. Kim Jong Un has addressed that curiosity by encouraging trade and by quoting his father in saying North Korea is "looking out onto the world" ? a country that must become familiar with international customs even if it continues to prefer its own.

Kim has not made it significantly easier for North Koreans to travel, channel surf or read travelogues posted online, but he is arranging to bring the Eiffel Tower and Big Ben to them in the form of a miniature world park slated to open later this year.

The flow of cash and goods has created a burgeoning middle class in the capital. Pyongyang now has a parade of fashionistas in eye-popping belted jackets, sparkly barrettes clipped to their hair, fingernails painted with a clear gloss. At one European-style restaurant last week, a young couple on a date sipped cocktails topped off with Maraschino cherries and feasted on pizza, their cellphones laid on the table.

At one beauty salon, the rage is for short cuts made popular by singers from the all-girl military Moranbong band who have jazzed up North Korea's staid performance scene with their bobbed hair, little black dresses and electric guitars.

"There are so many young women asking to get their hair done like them," hairstylist Chae Cho Yong said.

While the differences between the showcase capital and the hardscrabble countryside are growing starker, one thing remains the same: the authoritarian rule and the intricate web of laws governing life in the Stalinist state.

Even as they laugh, North Koreans calibrate their words. Criticism of the state and leadership is not only taboo but dangerous; when asked for their opinion, most people parrot phrases they've heard in state media, still the safest way to answer questions in a country where state security remains tight and terrifying.

Very few have access to the Internet, cable TV, international phone lines. It's still illegal for them to interact without permission with foreigners, who are kept on a tight leash and discouraged from making impromptu visits to homes, shops, restaurants and offices.

Around Chae, the cavernous barber shop was empty, not a single customer in the brand new swivel seats.

An employee explained that most North Koreans are at weekly ideology study sessions on Saturdays, the only day of the week foreigners are allowed inside.

Gunmen surrounded Libya?s foreign ministry on Sunday demanding it be ?cleansed of agents? and ambassadors of ousted
dictator Moamer Kadhafi, an official said.

The group prevented staff from entering the building in Tripoli, said the ministry official who spoke to AFP on condition of anonymity.

Around 30 vehicles, some mounted with anti-aircraft guns, and dozens of armed men surrounded the office, an AFP photographer at the scene reported.

The official criticised the group?s ?extremely offensive? behaviour, even if their demands were ?legitimate?, saying this did not justify ?paralysing the whole work of a ministry?.

The General National Congress, Libya?s highest political authority, is studying proposals for a law to exclude former Kadhafi regime officials from top government and political posts.

The proposed law could affect several senior figures in the government, and has caused waves in the country?s political class.

In March, demonstrators encircled the assembly, trapping members in the building for several hours as they called for the adoption of the law.

After the siege was lifted, gunmen targeted Congress chief Mohammed Megaryef?s motorcade without causing any casualties.

Libya?s government is struggling to assert its influence across the country, where Megaryef?s militias who fought Kadhafi in the 2011 uprising still countrol much territory.

Last week, engineers sniffing around the programming code for Google Glass found hidden examples of ways that people might interact with the wearable computers without having to say a word. Among them, a user could nod to turn the glasses on or off. Taking a picture might be accomplished with a single wink.

But don?t expect these gestures to be necessary for long. Soon, we might be interacting with our smartphones and computers simply by using our minds. In the next couple of years, we could be turning on the lights at home just by thinking about it, or sending an e-mail from our smartphone without even pulling the device from our pocket. Further into the future, our robot assistant will appear by our side with a glass of fresh lemonade simply because it knows we?re thirsty.

Researchers in Samsung?s Emerging Technology Lab are testing tablets that can be controlled by your brain, using a cap that resembles a ski hat studded with monitoring electrodes, the MIT Technology Review, the science and technology journal of the Massachusetts Institute of Technology, reported this month.

The technology, often called brain computer interfaces, was conceived to enable people with paralysis and other disabilities to interact with computers or control robotic arms, all by simply thinking about such actions. Before long, these technologies could well be in consumer electronics, too.

Some crude brain-reading products already exist, letting people play easy games or move a mouse around a screen with their mind.

NeuroSky, a company based in San Jose, Calif., recently released a Bluetooth-enabled headset that can monitor slight brain movements and allow people to play concentration-based games on computers and smartphones. These include a zombie-chasing game, archery and a game where you dodge bullets ? all these apps use your mind as the joystick. Another company, Emotiv, sells a headset that looks like a large alien hand and can read brain waves associated with thoughts, feelings and expressions. The device can be used to play Tetris-like games or search through Flickr photos by thinking about an emotion the person is feeling ? like happy, or excited ? rather than searching by keywords. Muse, a lightweight, wireless headband, can engage with an app that ?exercises the brain? by forcing people to concentrate on aspects of a screen, almost like taking your mind to the gym.

Car manufacturers are exploring technologies packed into the back of the seat that detect when people fall asleep while driving and rattle the steering wheel to awaken them.

But the products commercially available today will soon look archaic. ?The current brain technologies are like trying to listen to a conversation in a football stadium from a blimp,? explained John Donoghue, a neuroscientist and director of the Brown Institute for Brain Science. ?To really be able to understand what is going on with the brain today you need to surgically implant an array of sensors into the brain.? In other words, to gain access to the brain, for now you still need a chip in your head.

Last year, a project called BrainGate pioneered by Dr. Donoghue, enabled two people with full paralysis to use a robotic arm with a computer responding to their brain activity. One woman, who had not used her arms in 15 years, could grasp a bottle of coffee, serve herself a drink and then return the bottle to a table. All done by imagining the robotic arm?s movements.

But that chip inside the head could soon vanish as scientists say we are poised to gain a much greater understanding of the brain, and, in turn, technologies that empower brain computer interfaces. An initiative by the Obama administration this year called the Brain Activity Map project, a decade-long research project, aims to build a comprehensive map of the brain.

Miyoung Chun, a molecular biologist and vice president for science programs at the Kavli Foundation, is working on the project and although she said it would take a decade to completely map the brain, companies would be able to build new kinds of brain computer interface products within two years.

?The Brain Activity Map will give hardware companies a lot of new tools that will change how we use smartphones and tablets,? Dr. Chun said. ?It will revolutionize everything from robotic implants and neural prosthetics, to remote controls, which could be history in the foreseeable future when you can change your television channel by thinking about it.?

There are some fears to be addressed. On the Muse Web site, an F.A.Q. is devoted to convincing customers that the device cannot siphon thoughts from people?s minds.

These brain-reading technologies have been the stuff of science fiction for decades.

Dr. Donoghue of Brown said one of the current techniques used to read people?s brains is called P300, in which a computer can determine which letter of the alphabet someone is thinking about based on the area of the brain that is activated when he sees a screen full of letters. But even when advances in brain-reading technologies speed up, there will be new challenges, as scientists will have to determine if the person wants to search the Web for something in particular, or if she is just thinking about a random topic.

?Just because I?m thinking about a steak medium-rare at a restaurant doesn?t mean I actually want that for dinner,? Dr. Donoghue said. ?Just like Google glasses, which will have to know if you?re blinking because there is something in your eye or if you actually want to take a picture,? brain computer interfaces will need to know if you?re just thinking about that steak or really want to order it.

Waters off Northeast US coast unusually warm, says NOAA

Sea surface temperatures on the Northeast US Continental Shelf reached the highest recorded in 150 years, says an advisory issued by the?National Oceanic and Atmospheric Administration.

This is according to the National Oceanic and Atmospheric Administration's?Northeast Fisheries Science Center, which issued an advisory today noting that sea surface temperatures in the?Northeast Shelf Large Marine Ecosystem during the second half of 2012 were the highest recorded in 150 years.

According to the advisory, sea surface temperatures in this region, which extends from Cape Hatteras to the Gulf of Maine and outward to the boundary of the continental shelf, increased dramatically to reach a record 57.2 degrees Fahrenheit, beating a previous record high in 1951. The average temperature over the past three decades has been typically lower than 54.3 degrees Fahrenheit.

The temperatures were recorded via satellite and ship-board measurements. Historical measurements, based on ship-board thermometers, date back to 1854. According to NOAA, the warming was the greatest increase on record, and one of only five?instances?when the temperature has changed by more than 1.8 degrees Fahrenheit. These drastic changes have not been noted elsewhere in the ocean basin, although in recent years global sea surface temperatures have been the highest on record.

The warmer ocean temperatures might be good news for beachgoers in the Northeast, but they could also disrupt ecosystems, along with the livelihoods that depend on them. The report notes that?black sea bass, summer flounder, longfin squid, and butterfish have been migrating northeastward. Lobsters are migrating too, but at a slower rate.

The report quotes Michael Fogarty, who heads NOAA's the Ecosystem Assessment Program:

?What these latest findings mean for the Northeast Shelf ecosystem and its marine life is unknown,? Fogarty said. ?What is known is that the ecosystem is changing, and we need to continue monitoring and adapting to these changes.?

Not quite. You can't just declare residency; you have to live there before taking off. Steps to show you've really moved to the no-income-tax state of your dreams (such as Florida, Nevada, or Texas): buying a home (and selling your old one), getting a driver's license, and registering to vote.

Do all that only if you want to keep ties to the U.S. If you're cutting the cord, just emigrate from your home state of Virginia. To convince the tax man that you're not coming back, drop all local connections, down to your last golf club membership. You'll owe state taxes for the first full year, but that should be it, says David Mc Keegan, co-founder of Greenback Expat Tax Services.

As for federal taxes on U.S. income, you're on the hook no matter what you do.

WASHINGTON (AP) ? President Barack Obama joked Saturday that the years are catching up to him and he's not "the strapping young Muslim socialist" he used to be.

Obama poked fun at himself as well as some of his political adversaries during the annual White House Correspondents' Association dinner attended by politicians, members of the media and Hollywood celebrities.

Entering to the rap track "All I Do Is Win" by DJ Khaled, Obama joked about how re-election would allow him to unleash a radical agenda. But then he showed a picture of himself golfing on a mock magazine cover of "Senior Leisure."

"I'm not the strapping young Muslim Socialist that I used to be," the president remarked, and then recounted his recent 2-for-22 basketball shooting performance at the White House Easter Egg hunt.

But Obama's most dramatic shift for the next four years appeared to be aesthetic. He presented a montage of shots featuring him with bangs similar to those sometimes sported by his wife.

"So we borrowed one of Michelle's tricks," Obama said. "I thought this looked pretty good, but no bounce."

Obama closed by noting the nation's recent tragedies in Massachusetts and Texas, praising Americans of all stripes from first responders to local journalists for serving the public good.

Saturday night's banquet not far from the White House attracted the usual assortment of stars from Hollywood and beyond. Actors Kevin Spacey, Julia Louis-Dreyfus and Claire Danes, who play government characters on series, were among the attendees, as was Korean entertainer Psy. Several Cabinet members, governors and members of Congress were present.

And despite coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas, the president and political allies and rivals alike took the opportunity to enjoy some humor. Late-night talk-show host Conan O'Brien headlined the event.

Some of Obama's jokes came at his Republican rivals' expense. He asked that the GOP's minority outreach begin with him as a "trial run" and said he'd take his recent charm offensive with Republicans on the road, including events with conservatives such as Sen. Ted Cruz, Sen. Rand Paul and Rep. Michele Bachmann.

"In fact, I'm taking my charm offensive on the road -- a Texas barbeque with Ted Cruz, a Kentucky bluegrass concert with Rand Paul, and a book-burning with Michele Bachmann," Obama joked.

Casino magnate Sheldon Adelson would have had better success getting Obama out of office if he simply offered the president $100 million to drop out of last year's race, Obama quipped.

And on the 2016 election, the president noted in self-referential irony that potential Republican candidate Sen. Marco Rubio wasn't qualified because he hasn't even served a full term in the Senate. Obama served less than four years of his six-year Senate term before he was elected president in 2008.

"I mean, the guy has not even finished a single term in the Senate and he thinks he's ready to be President," Obama joked.

The gala also was an opportunity for six journalists, including Associated Press White House Correspondent Julie Pace, to be honored for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

New app reveals painting's past with a swipe

A new app for iPhones and iPads lets art viewers see the path a painting took from sketches to completion, from any angle.

Repentir, a free app developed by researchers in the United Kingdom's Newcastle University and Northumbria University, works so far with only one painting. But the developers say that the technology could soon be applied to many new paintings, and maybe even old ones.

"What you could do is take the actual imagery art historians have been making of old paintings and actually use the app as a way to reveal them," said Jonathan Hook, a professor at Newcastle University who studies human-computer interactions. At present, the app can reveal the history of "Transamerica," a new painting by artist Nathan Walsh. [ Top 10 Science Apps for Your Phone ]

Both the app and the painting are being formally revealed in Paris today (April 26) at the 2013 Association for Computing Machinery Conference on Human Factors in Computing. Walsh is a realist painter, which often makes art viewers believe he's "cheated" by altering photographs or otherwise not really creating his work by hand, Hook told LiveScience.

"What's really cool about the app is it allows people not just to believe that what Nathan does is real, but to get a handle on the process," Hook said.

"Transamerica" is a street scene as seen reflected in a San Francisco Chinatown gift shop. As he painted, Walsh took a photograph every day of the unfinished canvas, starting from pencil sketches and ending in oil paint. Hook and his colleagues then compiled these photographs into layers. Repentir app users can scroll through the layers using a scroll bar, or they can rub top layers away on-screen with a fingertip, revealing the earlier work underneath.

Viewers can snap a picture of the artwork from any angle as they view it in person, and the program will recognize the picture and adjust the layers accordingly. This means that you can even get up close and photograph just a tiny portion of the picture and the app will still recognize it, Hook said.

"Rather than some alternative approaches like looking for a square shape or a QR code, this actually uses features within the image to match where the painting is," he said.

Repentir currently needs "Transamerica" to work, but any artist with digital photography equipment could join the project, Hook said. "Transamerica" will remain on display in Paris until May 2 and then is set to go to the Bernarducci Meisel Gallery in New York, where Hook and his colleagues plan to study whether the app changes the way art lovers approach the painting.

"The next step is to actually evaluate whether Repentir affects the way that gallery patrons experience Nathan's work," Hook said.

Rush to help airlines, travelers could crack open budget door

WASHINGTON (Reuters) - Congress got rid of a headache on Friday when it rescued the flying public from flight delays caused by its budget cutting. But in the view of many lawmakers, the pain is just about to begin.

Members of Congress and groups representing people hit by across-the-board budget cuts, ranging from cancer patients to welfare recipients, say the quick action on air traffic control staffing underscored the importance of being visible to millions of Americans.

"What are we going to do, every time there's a fire we're going to put it out by moving some funds around? That's a shell game," said Representative Gerald Connolly, a Democrat from northern Virginia.

"I'm going to predict that there's going to be more weeping and gnashing of teeth, as sequestration sets in and we're going to continue to approach this on a piecemeal basis," he said.

Next in line for individual funding relief will be advocates for national parks, low-income housing, AIDS funding, meals on wheels and Community Development Block Grants, Connolly said, adding that budget cuts for these and other safety-net services will be felt severely by local communities.

Representatives for some of these other programs said it was the television images of lines in airports and the interviews with angry passengers that led to action, combined with the lobbying power of the travel industry.

"It means we worry about who's going to scream the loudest now," said Chris Hansen, president of the American Cancer Society Cancer Action Network, which has been lobbying against cuts in federal funding of medical research.

A heavy dose of lobbying from the airline and travel industry preceded the legislation enacted Friday, which permitted the Federal Aviation Administration to move money to avoid the furloughs of air traffic controllers that were causing the delays.

Sequestration - the $109 billion in automatic across-the-board budget cuts enacted by Congress and signed by President Barack Obama - formally took effect in March and barring Congressional action to replace it may continue for a decade.

Some programs won relief from Congress in March, notably the meat and poultry industry, which fought successfully to prevent furloughs of U.S. Department of Agriculture meat inspectors.

But because the furloughs in other programs, such as the FAA, were not immediately implemented, the impact was slow to build.

TRAVEL LOBBY

The travel industry began to accelerate its lobbying effort after it learned early last week from the FAA that as many as 6,700 flights per day could be delayed, potentially reducing capacity at major airports by 30 to 40 percent.

Nicholas Calio, president of Airlines for America, or A4A, the main airlines industry group, worked the phones throughout the week, said Jean Medina, senior vice president for communications at A4A.

"He certainly was in very close contact with a lot of people to make sure they understood what needed to happen," she said.

Its first course of action was to ask the administration for a 30-day delay.

When that was denied, the industry group began focusing on a legislative fix that would clear both houses with bipartisan support and be signed into law by Obama.

US Airways Chief Executive Doug Parker, who would head the world's largest airline if his carrier's merger with AMR Corp's American Airlines is approved, said he spent the past week making calls to government officials in his airline's hub markets to express concern about the furloughs.

"What I know is we're doing great disservice to the flying public and to the citizens of the United States and we need for this to get resolved," Parker told Reuters from Arizona earlier this week.

The non-profit U.S. Travel Association said it mounted its own "sequester offensive" in response to the furloughs and began a consumer texting campaign that connected travelers who had been delayed at airports to members of Congress.

The association also asked industry workers to contact their representatives in Congress to explain that the travel delays put their jobs at risk.

"We were in frequent contact with Congress urging them to solve this problem as soon as possible," Erik Hansen, director of domestic policy at the U.S. Travel Association, said on Friday. "We were able to generate hundreds of calls and emails to Congress and we're hoping that helped to move the ball forward," Hansen said.

VISIBILITY

Airlines for America reported about $6.3 million in lobbying expenses in 2012 according to the Center for Responsive Politics; the U.S. Travel Association spent about $1.7 million; US Airways and Delta about $2.8 million each.

While other interest groups have a lobbying presence in the national capital, they are hard pressed to match the visibility of air travel.

Compared to "longer lines at airports," said Cynthia Pellegrini, a vice president at the March of Dimes, which raises funds to improve the health of mothers and babies, "you can't see that a child's belly is emptier because her family couldn't get food assistance."

"We are not as well-heeled as the travel industry," said Deborah Weinstein, executive director of the Coalition on Human Needs, an alliance of social welfare organizations. "But I think as more people learn of this appalling choice," that Congress made on Friday, "they will get as mad as I am."

Senator Amy Klobuchar, a Democrat from Minnesota, home to a major Delta Air Lines hub in Minneapolis, was among the members backing an FAA budget fix on Thursday when the Senate passed it.

She called it a "practical, pragmatic answer to an immediate problem," but acknowledged that it does nothing to get Congress closer to fixing the problems caused by sequestration. More effects of the cuts, demonstrated dramatically to the public, could do that, she added.

She may not have long to wait. Organizations that have been more quietly protesting the budget cuts were rethinking their strategy on Friday in the wake of Congress' action.

"It is inexplicable why proven and effective Meals on Wheels programs get overlooked from exemption from the sequester when both the business and social case exists," said Ellie Hollander, President and CEO of Meals on Wheels Association of America.

"I guess that's because we need to be a different kind of squeaky wheel."

We learned this week, yet again, that if you make enough noise (and have the ear of members of Congress and a well-funded lobby shop in the nation's capital) you can be spared the pain caused by government belt-tightening.

As part of sequestration, which has forced the federal government to slow the growth of spending by just over 2 percent through the current fiscal year, the Federal Aviation Administration furloughed 1,500 air traffic controllers. The FAA's attempt to comply with the budget mandate has caused hundreds of costly and frustrating delays to flights across the country, prompting a swift vocal backlash against sequestration.

Airline employees, a group constantly taking blame for delays, took pains to let people know that, this time, it wasn't their fault. "I don't want to get political," one pilot announced to a plane full of passengers, including NBC News' Luke Russert, who documented the announcement. "But we're being delayed an hour and 15 minutes due to sequester."

Never fear, jet-setters, members of Congress have heard your cries. On Thursday, the Senate approved a measure by unanimous consent to give the FAA more leg room to spread out the $637 million depleted by sequestration. On Friday, the House approved the same measure, thereby effectively ending the horror of sequestration for those who travel by air. (Meanwhile, those who benefit from federal programs like Head Start, Children?s Health Insurance Program and Meals on Wheels, which also had to make adjustments because of the sequester, are just going to have to suck it up.)

After voting, many of the members strolled down the steps of the Capitol building toward their SUVs and private cars that promptly drove them to Ronald Reagan National Airport to catch their flights home.
